We have led energy efficiency process and impact evaluations and organizational and operational assessments for the California Public Utilities Commission, the Hawaii Public Utilities Commission, the U.S Department of Energy, and municipal clients including Palo Alto Utilities. Our team has evaluated emerging finance programs.
Highlights of our experience in process, impact and organizational evaluation include:
Process Evaluation
California Public Utilities Commission. Developed research plan, survey instruments and evaluation model
to evaluate process issues and program performance for more than 10 city and regional programs. Conducted
surveys and interviews and prepared analysis. Programs included San Francisco Bay Area programs and several programs in Southern California, including Los Angeles County. Also, supported the local government non-resource impact and process evaluations.
California Public Utilities Commission. Led Local Government Energy Action Report/Plan. Action Plan identifies successful strategies, approaches, and practices used by local governments to enhance their communities’ long‐term capacity to use energy efficiently and to reduce climate impacts. The report provides recommendations on the types of goals and implementing actions that are needed to achieve the state’s energy
efficiency strategic vision. Conducted more than 30 in‐depth interviews of managers at municipal utilities, cities and IOUs throughout

Delaware, Hawaii, Pennsylvania, and Ohio Utilities. For seven electric utilities, developed business strategies, processes
and performance optimization plans for demand management customer engagement and service offerings. Also, developed and led more than $7M in information systems projects.
Impact Evaluation
California Public Utilities Commission. Directed engineers in preparing and executing measurement and
verification plans on specific energy efficiency projects at commercial and industrial facilities on several projects between 2007 and 2013.
Organizational Assessment
Palo Alto Utilities, California. Led an organizational assessment and strategy for this multiple resource utility with 250 employees. The projects goals were to optimize organizational structure, processes and staff and to help prepare the utilities for challenges over the next ten
years.
Also, supported or led organizational and management evaluations for the California Public Utilities Commission, NASA and the US EPA.
